I. The meaning of mobilization

To adapt to the needs of national defense, or to cope with emergencies, or to deal with major disasters, the human, material, financial, scientific, and spiritual powers of the entire country are changed from the peacetime to the wartime state or the extraordinary-period state, so as to bring the national powers to the fullest to win wars, to calm down events, or to rescue in disasters (harm) so that social stability and national security can be maintained.

II. Mobilization of all-out defense

Administrative mobilization: The human, material, financial, and spiritual powers of the entire country are effectively integrated through the operation of administrative agencies. Military mobilization: Based on military objectives and strategic vision and guidance, the total powers and strengths enacted by administrative mobilization are effectively integrated and applied.

III. Comprehensive Coordination Organization

The Comprehensive Coordination Organization for all-out powers and strengths, serving as the coordination interface for administrative mobilization and military mobilization, achieves the task of jointly coordinating disaster prevention and relief and supporting military operations in wartime through three kinds of joint reporting mechanisms.

IV. Mobilization methods

(I)Verified mobilization

This includes four types of mobilization: organized mobilization, expanded mobilization, combat replenishment, and military mission mobilization.

  1. Organized mobilization: replenishing personnel for each "standing force".
  2. Expanded mobilization: replenishing personnel for each "reserve force".
  3. Combat replenishment: replenishing combat personnel for each standing and reserve force.
  4. Military mission mobilization: mobilizing personnel to assist in wartime missions or local self-defense and air defense missions.

(II)Temporary convening

During peacetime, it is necessary to convene temporarily to make up for deficiencies in active service or eliminate them due to suspension of service; it is also necessary to do this to during wartime or for military security purposes.
