The Reserve Commands of Nantou County, Yunlin County, Chiayi, Hsinchu, Taoyuan City, Yilan County, New Taipei City, Taipei City, Lienchiang County, Keelung City, and Hualien County recently held the 2025 Reserve Military Personnel Promotion and Commendation Ceremonies. The events were presided over by Minister of National Defense Ku, Vice Minister Hsu, National Defense University President General Tang, All-out Defense Mobilization Agency Director General Liao, and Commander Lieutenant General Yu, among other senior officials. In addition to conferring new ranks upon promoted reservists, the ceremonies also recognized outstanding personnel for their long-standing dedication to reserve mobilization and national defense affairs, as well as their significant contributions to enhancing society’s overall defense resilience.

At the New Taipei City promotion and commendation ceremony, Minister Ku began by extending his sincere congratulations to the promoted reservists and award-winning cadre members. He emphasized that current national defense challenges are no longer limited to conventional military conflicts, but also include gray-zone threats, cognitive warfare, and responses to major disasters. Accordingly, national defense policy has evolved beyond traditional military defense toward building “whole-of-society defense resilience.” Such resilience is not solely the responsibility of the armed forces; it requires the joint participation of local governments, civil organizations, and reserve units to achieve effective civil-military integration.

At the Taipei City promotion and commendation ceremony, Vice Minister Hsu stated that in recent years, the Ministry of National Defense has strengthened the reserve system around three core pillars: force mobilization, civil-military integration, and civil coordination. He noted that cadre members serve as a vital bridge between the armed forces and society, and are key to strengthening national defense at the local level. National security depends not only on service members and cadre personnel, but also on the understanding and support of their families, allowing them to serve their communities with peace of mind. He expressed hope that all would continue working together to reinforce reserve capabilities, enhance overall societal defense resilience, and jointly safeguard national security, freedom, and democracy.
