I. What is mobilization

(I) The meaning of mobilization: To adapt to the needs of national defense, or to cope with emergencies, or to deal with major disasters, the human, material, financial, scientific, and spiritual powers of the entire country are changed from the peacetime to the wartime state or the extraordinary-period state, so as to bring the national powers to the fullest to win wars, to calm down events, or to rescue in disasters (harm) so that social stability and national security can be maintained.

(II) Mobilization of all-out defense: Administrative mobilization: The human, material, financial, and spiritual powers of the entire country are effectively integrated through the operation of administrative agencies. Military mobilization: Based on military objectives and strategic vision and guidance, the total powers and strengths enacted by administrative mobilization are effectively integrated and applied.

(III) Comprehensive Coordination Organization: The Comprehensive Coordination Organization for all-out powers and strengths, serving as the coordination interface for administrative mobilization and military mobilization, achieves the task of jointly coordinating disaster prevention and relief and supporting military operations in wartime through three kinds of joint reporting mechanisms.

 

II. Mobilization methods

(I) Planned mobilization: Four categories are included, that is, mobilization according to the actual manpower establishment plan, the expanded manpower establishment plan, the warfare supplement plan, and the auxiliary military service plan.

1. Mobilization by actual manpower establishment plan: Make up for the differences between the establishments and the actual situations for the “standing forces” and the special manpower and weapons and equipment for each factory.

2. Mobilization by expanded manpower establishment plan: Make up for the differences between the establishments and the actual situations for the “reserve troops” and the weapons and equipment list.

3. Mobilization by warfare supplement plan: Appropriately supplement (replenish) the combat loss in manpower (equipment) for each standing and reserve force unit.

4. Mobilization by auxiliary military service plan: Make up for the manpower needed to assist in wartime service for local self-defense or air defense during the war time or in the extraordinary events.

Ⅱ.Planned mobilization Emergency  
According to the military requirement, to mobilize the reservists to full fill the temporary troops or Armed Forces shortage members.

Mobilization, Comprehensive Combat, Disaster Prevention

 

To strengthen the cross-domain integration function of the three combat power comprehensive coordination conferences, namely the Municipality/County/City Government’s Mobilization Preparedness Conference, the Combat Power Comprehensive Coordination Conference, and the Disaster Prevention and Rescue Conference, the Wanan exercise is conducted every year to drill skills in coordinating and integrating the prevention and rescue maneuvers for flooding, natural disasters, and battle situations.
